Exchange will not create a new mailbox or alias

I am facing problem with Exchange mailbox on windows server. I do not find any solution that really works. I am trying to create a mail box with simple process but somehow Exchange is not creating that. I created a new user account for the same. But to test I am still using a existing account and Exchange is not working on the same. I am not able to create any mailbox. The server gives a simple error that user does not exist. This is weird. If I want to assign a new mail box to old user then I cannot do that.

Check in your server that is there any recovery storage group type thing available in the mailbox. If yes then you will need to modify some settings. I am giving you some reference links below that has process of creating mailbox. Follow that and then post what error you are getting. The link below has step by step detail on creating and fixing a mailbox. If this does not work then there is some bug in your system due to which you are facing problem.
