IPSEC Goes Into Block Mode After Driver Update

I am using SBS 2003 SP2 with 2 NIC. I have also updated the Promise TX 2300 BIOS and Windows driver to the latest version and restarted the server. When the server is rebooted then I am getting a 'Atleast one driver..' error message. There was no network and I have checked services and discovered that IPSEC that was not started. When I tried to start it I was getting the below error:

    Event Type: Error
    Event Source: IPSec
    Event Category: None
    Event ID: 4292
    Date: 25/07/2008
    Time: 12:06:38 PM
    User: N/A
    Computer:
    Description:
The IPSec driver has entered Block mode. IPSec will discard all inbound and outbound TCP/IP network traffic that is not permitted by boot-time IPSec Policy exemptions. User Action: To restore full unsecured TCP/IP connectivity, disable the IPSec services, and then restart the computer. For detailed troubleshooting information, review the events in the Security event log.

Now I have disabled IPSEC and restarted the server. I have also got the network back and was then able to enable and start IPSEC. Can anyone tell me how do I solve this issue? Thanks.

It might be that you must have installed MS08-037? You can try to see the latest SBS team blog:

Yes, you are right, I have installed the KB951746 & 951748 and it seems to me that this might be the problem. The error only showed up after the restart for Promise TX3200 BIOS and driver updates.
