Wsus console cannot open

After i installed wsus 3, i cannot open the console due to the error below

MMC cannot open c:\xxx\wsus.msc. This maybe the file does not exist, is not
an mmc console or was created by a later version of mmc. Or may not have
sufficient access rights to the file.

I search the wsus.msc and it existed.

I'm not sure but i'm using windows server 2003. If not where can download
mmc 3.0 ?
