Windows XP Service Pack 3 license terms are still downloading...Cannot install this update

Hi all,

I just did a manual synchro on WSUS 3.0 SP1, i have downloaded the
Service packs for different applications including windows XP.

When I select this update to approve it for install i have this
message displayed: "This update cannot be approved for installation
because its microsoft Software License Terms are still downloading"

I did anothet synchro, but no new updates were found. Is this a
normal behaviour?

Anybody knows what this means?

Could be. How many files/megabytes of content are still pending download?
Perhaps the XPSP3 EULA is in the queue, and has not yet been downloaded?

Thats effectively the case.. The files were not finished downloading,
but were displayed in WSUS.
