A better fix turned out to be using an alternate DNS server. in TCP/IP properties I changed ISP DNS server to free public server...no more spinning hourglass.

Problem solved by using a proxy. Now I can actually go directly to a site such as Java and download the software.!!!
No more watching the hourglass while my ISP strangles the connection...LOL ...
