it happens due to setting a incorrect refresh rate of your monitor..
check the refresh rate and adjust it to correct HZ i think set it to lowest is the best solution for this problem..

you can connect extra fans inside for best cooling and dont put thermal paste so much it can damage your processor ...
you can also try water cooling, but it is expensive..

looks like the driver problem reinstall the display driver
or
group policy settings has been screwd up or registery setting

reinstall the driver from manufractures website
well i think if the HDD is physically damaged then its a bit difficult to get data out of it.. no org supports data recovery.. say bye bye to data dont temper with HDD otherwise you will loose...
well in this case look like the HDD physically damaged! contact support professional and tell them the truth...
