I bought these for my kids. Having problems with some websites that spawn pop-ups (Webkinz)...you can't scroll down in the pop-up window. Is there a setting (I can't find) to fix this or is it a problem with the minis?

I think it would be security alerts that has been restricted by your firewall, firewall keeps giving you pop up when you opened any site against its set of rules, generally it happens when there would be flash based images or any images, i don't think Mini has problems with the pop ups.
