The only way to import contacts from Windows mail to Outlook is by CSV file. Open Windows Mail, click File > Export > Windows contacts > CSV. Now copy this CSV file to windows XP desktop.
Open Outlook and click File > Import and Export - Import from another program or file – Comma Separated Values (Windows). Browse to the location where CSV file is saved and double click it to import in Outlook. That’s it.

From within Windows Mail: Contacts, Export, CSV. Open Outlook contacts, then import that CSV file.
