Add new as a second DC ---------------- i agree
Promote to primary -------------- what did you mean with this? Moving all
5 FSMO roles to the new one and making it a Global catalog server?
How did you remove the old one ----------- with dcpromo?
How is DNS configured on the running, AD integrated? Please post an ipconfig
/all from the DC.

You have only one DC now, that's right?
First check out this one about the FSMO roles:

If the old one is TOALLY removed from the domain, you have to seize the roles
to the new one (moving is only possible if the old one still exists in the
domain):

Make it a Global catalog server:

Is theire still an entry in Active Directory from the old DC, remove it with
NTDS util, because it will fill your event viewer with replication errors:

I see that Defrault gateway and DNS server are the same. Is it a Router or
a server configured for routing?
!!!!!For all what you are tring keep in mind to save the data before or creaete
an image before starting anything!!!!!
