I SUSPECT if you start here:

I also believe that some people have performed a "fake
installed" -- stopping during the install where the files have
been removed from the exe wrapper -- and just visited the
temp directory to capture the MSI file (you are probably
breaking the license agreement this way and the above
link should fix that.)

Also, be aware that XP SP1, SP2, 2003 etc all seem to have
different "versions" (I don't know how critical the differences
are) so you may need more than one, perhaps need to use a
WMI query to separate the GPO assignments.
