0x80070424 ERROR_SERVICE_DOES_NOT_EXIST BITS service is deleted.
80070424 usually means that the BITS service (required by Windows Update) is
not running.
Have a look at this articles. It may be relevant to your problem.

an update for BITS since Vista came out.

Is BITS disabled ? It can be set to Manual and the system will update
successfully but, will not update if BITS is Disabled.
Suggest you run the BITS Repair Tool to see if that helps resolve the issue
after installing the update for it:

It seems possible that your Windows installation has been deliberately
damaged by a trojan so as to prevent you updating your system or removing
the trojan.
Your first priority must be to cleanse your PC of all malware.
It is futile trying to update your Windows XP system for so long as it is
being subverted by malware.
If you do not know how to cleanse your PC of malware, then take
it to an expert who does. If that is not possible, then your only option is
to re-format the hard disk and install a fresh copy of XP, then apply XP
Service Pack 2, then apply all pending Windows Updates.
