i downloaded directX 9.0c and installed it, nothing went wrong and my reboot

But after that restart, my DirectX version is still 9.0b

How are you determining the version number installed? Are you seeing 9.0b
in dxdiag.exe?
Are you installing from Windows Update or from a file downloaded to your
system? If from a file on your system, where did you download it?

I am having a similar problem...except on my reboot, I get a series of
messages telling me that windows couldnt update file %1 with file %2 and that
windows might not start. It does...but no update to DX9.0c. I am running
norton AV but it is completely shut down :(

Are you running Windows Millennium, JR? Sounds like the Wininit.ini problem

Alas, I have no wininit.ini file anywhere. I did rename all the wininit
files, with the exception of wininit.exe, to add an "x" on the extension to
see what would happen when I reinstalled directx9.0c. A Wininit.sav was
generated along with a Wininit.err, but no wininit.ini.

Woot! $35 and a call to Microsoft Support later, I seem to have the problem
fixed. Apparently, there was a _restore folder that had become corrupted.
The size of the directory had grown to about 4m which, apparently, alerted
the technician to the problem (anything over 2m is suspicious). Anyway, I
had to start the machine in dos mode and delete the _restore directory.
Additionally, her had me restore the wininit.exe program from a .cab folder.
