ASUS Rampage III Extreme won't start, stable red CPU light
The situation I am on is "unable to start". I have configured this new motherboard and connected all power cables. When I turn on, my board the LED's light up. However the CPU red light also glows but remains stable and stay running. The ati card fan runs at get 100% speed but the system won’t start at all. The PSU is 1200w, so I think that there is no shortage of power supply. What else could be cause a problem?

Put the new bios 1207 which improves compatibility with most brands of RAM and there is also an improvement graph:
- Improved DRAM compatibility
- Fixed S3 resume fail when to USB 3.0 controller disabled WAS
- Fix incorrect CPU temperature in BIOS setup may display the menu when to temperature is under 0 degree
- GPU Support TweakIt function.

The root cause of this issue is either the PSU or CPU or the BIOS? In order to fix the issue, you have to try the following:
- First of see whether the CPU installed properly over the connector or not?
- See if you have installed the heatsink with the thermal paste or not?
- Try CLRTC in order to notice some difference.
- If there are 2 BIOS chip, try to switch them

If one of the voltages supplied by the PSU was not correct, or that the auxiliary power socket motherboard 4xpin was not connected (common mistake), the motherboard could (logically) refuse to start or does only partially boot. I would advise you to read the manual that explains all the manipulations on the bios

The main problem you may encounter is that your CPU is unstable due to the value of uncore to 4000, unfortunately you cannot lower it on your CPU unless you lower the frequency of the ram, the only thing you can do to prevent this is raise the voltage of VTT, I put you to start at 1.35, so if it sees that the system is stable you can lower it a little at a time, if it is unstable try to get up at 1.40 V.
