Netgear WNCE2001 does not ping without WPA installation

I took a Netgear WNCE2001 to put in a wired Ethernet device into wireless network. The wifi LAN does not make use of WPA thus I have to physically organize the device. The trouble is that while I connect an Ethernet cable to the device the lights happen on and I am able to ping 192.168.1.151 except while I attempt to connect by the use of a web browser not anything occurs. I obtain a short flash on top of the screen that is excessively quick to read except I do observe that it's from the device for the reason that I observe the word Netgear.
