That's great advice normally. But if I attempt to boot in safe mode it still goes to Startup Repair. None of what you are talking about happens until after the file that is corrupt has already failed.
Still, according to System Restore, nothing has been installed recently.

Can you try to replace the corrupt ci.dll - using a boot cd of some kind. If you are able to start your built in oem recovery program - there should be an option there which allows you to copy important data to another location - before it reimages the pc. The reimaging will overwrite at least the windows partition.

I copied the ci.dll on a different machine onto the laptop. No help.
comp said the ci.dll on C:\windows\system32 was identical to the ci.dll on the system repair virtual x:\windows\system32. I don't think the ci.dll is actually corrupt. I think the checksum for ci.dll is corrupt.

yes that can be the case however i would still advice you to try copy and paste in windows recovery console so that's what you need to look at it, i just had a look at the windows seven forums and i thought that was the ideal information for you so hence i think you must carry out that steps and let me know if it works out for you or not, so just give it a try and get back to me.

Can you lay out the steps more explicitly? Start a recovery then go to command prompt. Copy from the recovery drive to c:. Abort recovery and reboot? Is that what you mean?

I ended up doing a full reinstall.
