The most common cause of error 0x8024D007 is that registry files that
correspond to the Wups2.dll file are missing. However, the problem can also
be caused by other missing registry files. Registering the Wups2.dll file and
the other .dll files that are listed in the next steps will make sure that
those .dll files are registered correctly in the registry.
follow these steps:
1. Click Start, click Run, type notepad, and then click OK.
2. Copy the following commands, and then paste them into Notepad:
REGSVR32 WUPS2.DLL /S
REGSVR32 WUPS.DLL /S
REGSVR32 WUAUENG.DLL /S
REGSVR32 WUAPI.DLL /S
REGSVR32 MUCLTUI.DLL /S
REGSVR32 WUCLTUI.DLL /S
REGSVR32 WUWEB.DLL /S
REGSVR32 MUWEB.DLL /S
REGSVR32 QMGR.DLL /S
REGSVR32 QMGRPRXY.DLL /S
3. In Notepad, on the File menu, click Save As.
4. In the Save as type list, click All Files (*.*).
5. In the File name box, type register.bat.
6. Save the Register.bat file to your desktop.
7. Double-click the Register.bat file to register the Windows Update files.
8. Try to install updates again.

Hi: Thanks for the quick response but I have tried this at least 3 times,
rebooted, with and without the FW and AV on, I tried it again just now and
same resultant error. I believe there is a way to download bith windows and
application updates manually if anyone has those links it would be
appreciated. Does anyone know when microsoft plans to come out with a simple
fix?

microsoft download center http://www.microsoft.com/downloads/Search.aspx
or, microsoft update catalog http://catalog.update.microsoft.com/
You can download individual updates and save to be installed later.
Go to either link and enter the kb number of the updates that are not
installing.
example: if kb 987654 is not installing with the 646 error, then enter
kb987654 in the search field of either site.
Download, save, and execute locally.

0x8024D007 WU_E_SETUP_REGISTRATION_FAILED
Windows Update Agent could not be updated because regsvr32.exe returned
an error
This situation arises when the Windows Update Agent can not register
files required to update the system. As to the cause of this issue, it
may be the security software or, less likely, malware.
Download and save the WUA:

Configure the system to Clean boot:

Run windowsupdateagent30-x86.exe and add the force switch
<path>\windowsupdateagent30-x86.exe /force
or, stop the Automatic Updates and Background Intelligent Transfer
service (BITS) and then run windowsupdateagent30-x86.exe
Reboot. See if the system can detect and download updates now. If it
can, suggest you UNdo the Clean boot steps and test again.
If no joy, then go here and download the Fixit from this page:

Again, once the download completes configure the system to Clean boot.
Once it's in the Clean boot state, run MicrosoftFixit50202.msi and
choose the Aggressive option.
NOTE: The system *must* be connected to the internet when the Fixit is
run in it's Aggressive option.
When the Fixit is done, restart the system and see if it can detect and
download updates. If it can, UNdo the Clean boot steps and test again.

Try looking at the permissions of the SvcHost, Check that administrators
have full control.
Go to Start> Run > Regedit> HKEY_LOCAL_MACHINE> Software> Microsoft>
WindowsNT> CurrentVersion> SvcHost> Right Click & select Permissions> Change
administrators to Full Control & Click Ok.
Now try Windows Update.
This worked for me.
