Pen Drives are locked on software level. Means the settings done in the operating system. If you format it or re-install the same you can get rid of that issue. But do not forget to backup your files. I was lot more irriated with this issue. Some usb have inbuilt controller which locks the usb and you cannot remove that with any means. So in that case you have to provide the write password to unlock it.
I recommend not to buy those usb. There are pre-installed software and controller on the usb driver. This are most irriatating errors. There are tools like USb Write Protect 1.1 which helps you to lock and unlock the drives with single click. I am not sure how much this tools work perfectly but for start it can help you. Another thing registry tweak does not help much. You can re-install the usb from device manager.
That error mostly defines with improper installation of hardware driver or corrupt driver. The most you can do is run Windows update to find the right driver file or else you will need to contact the manufacturer for the correct version. Ensure that the usb is not dead, it is still working. It will be listed as unknown device in Device Manager.
