I am having an internet connection with speed of 1 MB. My operating system is Windows Vista and the browser I am using is Internet Explorer 8.0. My question is that is it possible for me to connect to any mobile phone via internet and talk clearly?? Please suggest any software to do so. Would I be charged for that or can I call for free??
Connecting to a mobile through internet is not that big deal. There is this software of SKYPE which allows you to do the required connection. It is not for free, but it is not that expensive as normal phone-to-phone call. If 2 people are in the same country, it is more inexpensive. If you want you can download it from here
I use the chatting application Gtalk to talk to my friends via internet. There you have to add the ID/phone number of the person to whom you want talk with and call the person. This connection is very clear and the best part of it is that it is for free. If you do not have Gtalk with you download it by clicking on download.

Since you have a speed of 1 MBPS, you can use yahoo messenger which provides the option for calling. But, this is definitely not for free. Another solution is to visit skype.com where they provide all steps onto how to do an internet calling. This is not free but is less expensive than the normal calls.
