You need to do following to solve this issue:
- Boot using your winxp cd. Enter recovery console.
- At the command prompt go to C:/windows/system32
- next type: copy userinit.exe wsaupdater.exe
- exit and reboot normally. You should now be able to logon. But you're not done yet!
- Run regedit
- Locate the Userinit key in: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon\
- Modify the entry: C:\WINDOWS\System32\wsaupdater.exe
- so that it reads:
C:\WINDOWS\System32\userinit.exe

expand d:\i386\userinit.ex_ c:\windows\system32\userinit.exe
D: = cdrom

This is due to some virus.when you reach the welcome screen of XP press "Alt+Ctrl+Delete" or "Ctrl+Shift+Esc". The popup logon window open and prompt you for Username and Password. In that type "administrator" in the name field and leave blank password field press "OK". Now you logon into the administrator account which is defaultly present in the XP. Try following:
