you might want to try this trick:
- START and select run and type "regedit"
- Then go to HKEY_CURRENT_USER/SOFTWARE/MICROSOFT/WINDOWS/ CURRENTVERSION/POLICIES/EXPLORER
- Delete: "NoClose" and "StartMenuLogoff" entry , if present.
- then Restart

- Click Performance and Maintenance Panel
- Click Power Options
- Click the Advanced tab
- Verify that the shutdown word appears in the Stop box: When I press the button switched on
- And click OK to finish

scan your computer for viruses and spyware , Scan the system for malware. You can get the Microsoft Anti-Spyware Beta for free. you could have a look in your Task Manger and see if anything is running that is causing this problem
