windows server 2003 Preventing Client From installing Software

how the stop clients from installing softwares on the client computers.
Only the administrator should have the full rights to install any softwares.
Please Help.

i did not find the soultion you gave of any use.
what setting changes do i have to make so as
to stop the clients from installing new softwares.
