Try this Halo Style Windows Cursor Pack and Halo 3 weapons Cursors , first if you trying to make them by your self then go for the online tutorials, then you can make better icons.
Get idea from following good icons and cursor files :

An icon pack contains 8 icons in all. Done in Photoshop.
Here i found another link for halo cursors , search for more images on google, and learn the photoshop tutorial first to successfully make the halo icons and cursors.
