Error: steam.exe (main exception): unable to load library steam.dll

I receive an error that occurs when I want to launch Steam:

System info: Vista , no virus on computeur, steam launches and begins the upgrade of the updates and then displays the error message.

Hi,
You can also try to launch it as administrator, ie by right clicking on the exe file or shortcut / Run as administrator. I've only ever seen this when something was blocking Steam's required Internet connections.

Note: If you are installing Steam for the first time or if there has been a recent Steam update, a firewall may be preventing Steam from connecting to the Steam Network.
Please remember to update your firewall permission settings for Steam with every Steam update and for Steam games every time a game update is released.
To ensure reliability, make sure you are using a wired connection to the internet. Close the Steam client application and remove all instances of the following executables from your firewall's permissions list:
steaminstall.exe
steam.exe
hl.exe
hl2.exe
steamTmp.exe
Permissions for these executables will need to be re-learned by your firewall.

Uninstall, Restart, Install, Restart then try to use it.
You said it srated after updating, uninstall it and then reinstall the updated setup(download from steam website). and set your firewall not to block steam.

if using Windows 7 you will need to take compete ownership of the file and then change the permissions. to take ownership either google for more indepth but if u know what im talking about cool
you need to manually "Find" your user to take the ownership of the file. aafter right click propertys
Security (Tab), Advanced, Owner (Tab), Edit..., Other users or groups, advanced, find now.
select the user then click ok
