They include Scythe ninja2 which is partly better when it comes to low air flow. Then buy a fan which has something to offer. For example noctua 120mm. They are expensive, but has a higher cooling and but may force some 200-400 rpm extra out of them, in relation to other fans.
Best Guess is mini-water cooling. If you can afford. Extremely efficient, and with noctua should also be plenty of room for overclocking of very hot processor.

I'm probably as interested in as low rpm as possible? The fewer laps running, the less it may anything quieter ... it is why the big fans are better than small in terms of noise.
The processor is not overclocked. If I test two (dual core) with 100% workload top temperature of 56 degree without cabinet lit. As far as I understand it can withstand much more?

The best air cooler I've tried. And one of the most quiet.
It could be seriously cool if you switched your water cooler on some cold heads in the PC. The cold heads are probably not as good of the long, and you would probably have very reasonable down-time on the PC, to clean the sections and refrigeration units.

... it looks like something which can handle the job without a cooler. If I leave the Cabinet blowers running?
If I ran water over the PC on their way back into the cooler, so the water is purified, after all. It is fresh water, so no problems with salt.
