i am going to buy Forme Onion k806, so does this phone will have voice recording feature?

By default a voice recording or sound recorder app comes pre-installed in all smartphones. If you are unable to find anything, the best thing you can do is go on Google Play and download a voice recording app. There are plenty of them and you can get a free one also. I have a budget Lenovo phone that comes with a sound recording app. If you want something for call recording then you have to use a third party app from Google Play.
