if they did get to the point where they can play psp games will all the psp games on psn be available or will it be like the vita where only a fraction of the games work

I dont think so, you wont be able to play psp games on sony tablet, because of different OSes installed. However you may get similar games of psp on sony tablets, only in case if it is released.
