how to restore Acer Aspire One ZA3

I use an Acer Aspire One ZA3 and it had a lot of problems so i am trying to restor it. while restoring this pops up:

icacls.exe - application error

The instructions at 0x009a2154 referenced memory at 0x00000004. the memory could not be read.

PLEASE HELP ME. MY LAPTOP COULD NOT CONNECT TO INTERNET AND COULD NOT PUT UP FIREWALL SO I NEED TO RESTORE IT TO FACTORY.

Well, i am not getting the cause of the error mentioned "icacls.exe - application error", but the second line of the error message is about Memory, am sure. ANd in that cases what we normally do is, we remove the RAM, clean in gently with soft cloth or cotton and fix it back. Also do a system restore and see if it works. Not sure but just give a try as there is no other choice.
