Does new IPad 4G Wi-Fi Plus needs any data plan to work on Wi-Fi

Hello friends, I am palming to purchase the new iPad and also like to have the Wi-Fi plus 4G version one for me. Well One thing which I have founded about it that it only uses the wi-fi initially. If this would be the case then it will be allowing me the option of adding 4G later in future when I would like to add it. Even also when the Verizon decides to offer shared data plans. Can anyone help me out with it? Thank you.

If you wanted to know the answer is Yes or No then I would say yes, well yes it is been possible to have it and also you will be able to add it later when you would like to have, and there is no need of data plan for Wi-Fi.

I would say that yes, well in fact when I have purchased the iPad 2, it was of 64GB and was having Wi-Fi and 3G in it and did not activated the 3G service for about a month on it. One more thing I would like to tell that if wanted to enjoy the 4G service then you better make sure you purchased a 4G iPad and will not be having the option of "upgrading" a wifi-only unit later.
