Yes it does effect on it. Well you are been paying for this feature and do not using the 4G service which is not at all happening. If you are not using 4G then I would suggest that you do not get a 4G-capable iPad. If you are not using 4G then you better go for 3G but then also you have to pay for it for cellular data plan. Better take one which you use the most, do not go for the other which you don’t use it.
