Well I have to disappoint you that the BIOS version that you have installed on the Dell Inspiron 1501 is the latest one that is available as I checked the support site . that is the only version that is tested and approved for the Inspiron 1501.

That I know I already checked the support before asking this question but apparently it have some issue in it that needed to be addressed . I hope that I can able to find older bios version or is there any hidden menu in this bios . I really need to know that . Can anyone tell me why is the power management section is not there in my laptop I'm using this laptop to check an activity in a remote place. And I need it to start itself after blackout .

No that is different option for the windows and all it only contain the battery management, not anything about the blackout management which can be done only by the bios, hope you understand this . and there is no wake-up after blackout" option in the ACPI applet in XP.

Well it is the option that help you at the time of the power down, you can get the lager uninterruptible power supply and make it to uninterruptible power supply. Like the screen, Wi-Fi and hard drive shut off and set the CPU to minimum speed. Its like UPS

Well that is not what I was looking for don’t want to run it at blackout . so I don’t want the UPS or turning off un-necessary functions. I just need it to be shut off when it will be runs out of battery and then start again automatically when the e power come back .
