Yes I agree with the above solution. I was trying to format my Nokia 701 mobile phone and then I have pressed menu, volume down and camera key and then turn on the device. With the help of this I have formatted the device and then my problem gets solved. You should try this solution.

While trying to format your Nokia 603 mobile phone without using reset code you have to make sure that you release power button after first vibration and then. I am telling you this because if you don’t release the power button after first vibration then phone may not be able to format device successfully.

If you don't want to format the format the phone without the code then You can try out turning off the phone and then press and hold the green , red and camera keys together and then the power key, after that the phone will vibrate and will ask you for the region , date and time for the formatting. when you are done with the same then you can format the memory card by going in to menu>applications>office>file manager and long tapping the memory card name until you get the option for formatting. just try it out and let me know if it is helping.
