Is Symbian Belle Update available via OTA

I am aware that the Symbian Anna device are getting the Nokia Belle updates but then I just wanted to know if the update is available through the official channels or via the OTA or say the Nokia Suite for the nokia devices?? Is there anyone who has an idea about the same??

Even I need some help for the same, actually I am from India and here it is available for C6-01 but then for now it is available using the computer and not yet via ota, the problem in my case is that I am not having an internet connection by now so I was just thinking that is it possible to use the phone as a modem to update??? Will I be able to get the Symbian Belle Update in that way??

I am not very sure but then I have heard that the Symbian Belle Update will not be available via OTA as the size of the update size is about 380 MB, if you want to get the Symbian Belle Update even though you are not having the internet connection than I think that visiting the Nokia Service Center will be a better idea.
