How is Root Call Blocker to use?

There are some of the contact numbers which I wish to block but I don’t know which app will be better to use. So I am posting this over here. I was just searching for the app in the android market and I found that the Root Call Blocker is the one which can do this but I am still unaware of its main features and how this works.
