Does Android ICS tablets include a Dialer

At present I am using a tablet PC which is of the size 10.1 and currently It Is running Android Honeycomb 3.1. I heard that the new ICS update will available either end of this year or beginning of next year. So I would like to know whether it include a dialer or not. I would like to see am in-built dialer for ICS. Furthermore what about the YouTube app in ICS?
