Is Ice Cream Sandwich working same as iCloud for apps?

I want to ask that if the Ice Cream Sandwich is functioning same as the iCloud for the applications. If I purchased any app on some earlier android phone and after that I bought the new phone then if this possible to have those apps in the new phone as well or I need to purchase that again.

You will be able to do that without any problem. This is not the feature of the ICS. The purchase that you have done will be tied with the Google account. You can download that any of the purchased app from the android market any number of time. This can be done anytime.
