Which is the best Digital Video camera between $500 to $1000

I am willing to get a Digital Video camera for my brothers as a birthday gift so I just wanted to know that which will be the best digital video camera under the $500 to $1000 budget and a detail specification of it with price tag will be very helpful. I don’t want a heavy one a light weight with a standard design any helping suggestion regarding this will be appreciated.
