Yes I think you have issue on the battery and therefore I think you’re getting this issue and so therefore I would like to suggest you to make sure that your battery working perfectly and after that let me know the issue. try to boot your system without battery and that is through the AC adapter. If your system boot with the AC adapter and after that this will be the battery issue and then you need to change the battery.

I have faced the same issue on mine system as well and I have gone through the lots of issue to get rid the issue but none of them helped me to solve the issue and after that I have made contact with the support and after that I have solved mine issue and so therefore I would like to suggest you to make contact with the Toshiba support and after that go through your issue and then let me know the issue. I hope this will help you to solve the issue.

There must be something loose connection of the hardware and I think you make hard reset the laptop and after that you might solve the issue. To hard reset the laptop make sure you have shut down the system and after that remove the external device which is connected to your system. Once you remove this and after that remove the AC adapter and battery carefully. Now press the power button for 1 minutes and then release the key. Now once you finish this and after that reconnect the everything and then reboot the system.

I think you might perform the last known good configuration on your system and after that let me know the issue. To make last known good configuration you need to go through the following steps: first reboot the system and immediately after rebooting your system press the F8 key constantly and while doing this you will get the advance boot menu. Now on the advance boot menu select the last known good configuration and after that hit the on the next button.
