I have faced the same issue on my phone as well but only in production environment. When i get into test environment then it is working perfectly. Actually the main difference between the these two environments is that the production environment publishes an active sync feature in our Forefront Unified Access Gateway & in test environment, same feature has been published in a Isa 2006 server.

Most probably you have to live with it or you may roll back your iOS. First of all format your phone and then try using emailing on it. If it doesn't solves the problem then you may have to reinstall an operating system on it and setup an email account. There huge number of people who all are facing such problems on an iPhone 4.
