As you require the upgrade of 250GB SATA drive for the 3.0GB/s SATA interface, so according to me the controllers which are available in 3.0GB/s SATA are of the SATA 1.5 Gbit/s,the speed are not properly implemented in older sata controllers, there are requirement for the user to set the SATA 3 Gbit/s peripherals to 1.5 Gbit/s mode, however there are requirement of jumpers which are not available for some drives.

The requirement for doing the changes in hard drive of 80gb for your toshiba laptop, there might be the possibilities to have the upgrade to 250gb hard disk, but the speed which you hope to get of 3.0GB/s SATA is not possible as according the laptop which is one of the older version, where there might be even requirement for upgradation of ram even.

For the 250gb hard drive to perform 3.0GB/s,so there might be the requirement for drives to be set in the 3g mode, the use of 3g host adapter has to be made, when 3G drive are connected to a 3G host adapter then the large transfer of data is possible, there is not even requirement of the jumpers for the seagate hard drives which are used.
