There are no applications to do this. Applications from App Store can not change system settings and can work in their sandbox, which is their own directory (they are on call API from other applications, however, as the list of book 'addresses, make a simple phone call, etc..)

Its amazing what you can do with a jailbroken ipod. it's worth the risk in my opinion. i can control my PC with my ipod wirelessly. i can alter any words on the ipod. there are hundreds of apps available.
