ipod access from web, local library restricted access

I don't have a computer currently and have to go to the local library. I want to change my ipods library but can't show hidden files or download software, i tried to put it on the ipod like a mem stick and then run it but it wouldn't work. Are there any web sites that host the software to change the ipod library, like the ones you can use to modify photos?
