Go to Twitter.com and click on the link "Join For Free" at the top of the web page. There is link to change the setting, click on that link at the top of the page. There you will see the "Phone & IM" link. You need to enter you cell phone number and area code number in the box in front of the "Mobile Phone Number" text box and then click save button.
