If there is no internet connection then you can't access Google earth on ipod touch. Accessing Google earth on ipod touch you required internet connection. On iphone you can access Google earth using the GPRS connection.

Google Earth use the integrated technologies on iPhone, like the Multi Touch interface, accelerometer, GPS, 3D graphics and real-time three-dimensional sound. The application is also accessible from any network like EDGE, 3G or Wi-Fi. Google Earth run on integrated technologies leiPhone as Multi Touch interface, accelerometer, GPS, 3D graphics and real-time three-dimensional sound.
