Need Portable wifi device

I have a problem, my brother birthday is coming and i want to gift him a nice portable device which have a Wifi in it . i have try looking a cheap and good device with wifi in ebay but im confuse can any one help me .
Suggest me a device which is under 20,000 . thanks for your suggestion .
