Hello, I want to know a way on how to track a person's cell phone, like where they are located or the general area in which they live? Is there any Cell Phone Tracking website's or any software for tracking? Can I track a cell phone when they are not being used? Is it also possible for me to track a cell phone without cell phone owner? Is there a cell phone gps tracking software available for download?

In order to route calls to a phone the cell towers listen for a signal sent from the phone and negotiate which tower is best able to communicate with the phone. As the phone changes location, the antenna towers monitor the signal and the phone is roamed to an adjacent tower as appropriate.

There are various service providers that include the "Find a friend" feature. This must be accepted by both partys to be enabled, but after being enabled the parties are able to locate one anothers location and even setup meeting points automatically directly at the midpoint between the two of you. As far as locating a mobile device anonnymously it would require a subpoena to the wireless carrier to have triangulate the registration off the towers. (That being said a cellular phone does not need to have GPS to be located, however for you to use the find a friend feature you usually have to have a (GSM, UTMS, EDGE, 2.5, 3G, or Advanced CDMA device.)

If your goal wasn't to monitor a cell phone but rather to figure out who's been calling you, trace the cell phone number back to them with the National Registry of Cellular Numbers (NRCN).
