CPU temperature 87-89 , fan noisy

My CPU's temperature remains around 87-89 degree celsius.
It is same since last 3 months
and fans' speed are also around 4218 rpm and 1776 rpm causing it to be really noisy.
Please suggest what can be done in this case?

To better cool the processor, there are several solutions:
    • Improve air exchange active cooling by fans.
    • Ensure that fresh air from outside is facing components whose temperature is higher for example CPU , graphics card , etc., for example with side fans
    • Make sure the hot air from the elements is vented outside the enclosure. The airflow is the perfect way to cool a PC, with blue inlets if possible with dust filters, red hot vents. This should help you to fix the problem
