Gigabyte X58A-UD3R/ I7-930 need Overclocking Help

I have X58a-UD3R with i7 processor from Gigabyte.I can clock upto 3.86GHz by referring to some guide on Internet. But I want to overclock to 4.0GHz. If any one can provide any suggestion to do this I would appreciate it. I am also having a Noctua CPU cooler. The settings which are stable 3.8Ghz is given below:
    Advanced CPU Features:
    CPU Clock Ratio : 19
Intel(R) Turbo Boost Tech : Disable
    CPU Multi Threading :Enable
CPU Enhanced Halt (C1E) : Disable
    C3/C6/C7 State Support : Disable
    CPU Thermal Monitor :Enable
    CPU EIST Function :. Disable

    Uncore & QPI Features:
    QPI Link Speed :x36 7.2GHz
    Uncore Frequency :x17 3400MHz
    Isonchronous Frequency :Enable

    Standard Clock Control:
    Base Clock (BCLK) Control :Enable
    BCLK Frequency (MHz) :200
PCI Express Frequency (MHz) : 100

    Advanced Clock Control:
    CPU Clock Drive :800
    PCI Express Clock Drive :900
    CPU Clock Skew : 0
    IOH Clock Skew : 0

    Advanced DRAM Features:
    Performance Enhance : Standard
Extreme Memory Profile (X.M.P) : Disable
System Memory Multiplier (SPD) : 8
    tRCD :8
    tRP :8
    tRAS :24
    CR:2

    Advanced Voltage Control:
    Load Line Calibration : Standard
    CPU Vcore .:1.275
    QPI/VTT Voltage 1.150v :1.295
    CPU PLL 1.800v :1.80
    PCIE 1.500v :AUTO
    QPI PLL 1.100v :AUTO
    IOH Core 1.100v :AUTO

    DRAM
    DRAM Voltage 1.500v :1.64
    DRAM Termination 0.750v: AUTO

I think your settings are fine.I would suggest you to just change this settings:
    CPU Clock Ratio : [19 ] 21x
    Intel(R) Turbo Boost Tech: enable
CPU Vcore : start with 1.3250v
    QPI/VTT Voltage 1.150v :start with 1.35000v
Test it with this setting and if not get stable then try by raising CPU and qpi/vtt and Retest. keep on raising until get stable but do not go above 1.4v. Try and stay between 1.3 to 1.390000v for each.
Searching the forums can help you to find your answers more quickly

When you set CR to 1T then there would be slight increase in performance rather then decrease. And RAM timings will be faster just lower the number apart from frequency. sometimes you may need to alter the RAM timings as RAM subsytem on i5/i7 is interdependent with the CPU. Sometime you might need to tune setting such as Round trip Latency or increase trfc. If your RAM is running at below rated speed then SPD timings would work in 95 cases.

If you are not using multithreaded program too much and if you are using your system to play mostly games then if you disable Hyper Threading then this may also help you to reach to higher overclock, try reduce heat and power consumption but this can decrease performance in games.Hope this would help to get max overclock.

You just need to make few changes in order to get stable 3.66Ghz:
    Cpu Ratio: 19x
    Turbo: Off
    Blk: 190
    Dram Freq: 1531
    UCLK: 3063 Mhz
    QPI Link: 6893MT/s
    Ram Timming: 8,8,8,24,1n
    Load Line Cal: Auto
    Vcore: 1.225(Bios) 1.230
    CPU PLL: 1.800
    QPI/DRAM: 1.3
    DRAM BUS: 1.602
    IOH: 1.16
    ICH: 1.0
    CPU Hyper-threading: ON
