Why RivaTuner is not affecting fan speed?

I think my RivaTuner is not affecting the Fan speeds of my GPU. Because, when I am tuning it down to 10 %, it is showing no change in the temperature and keeping it idle of 45 min and then switching it back to 90 % then also there is no temperature change.
Here is the screen shot of what I am getting.

Any help on the this why RivaTuner is not affecting the fan speed will be appreciated.

Just check for the following things, before complaining about anything related to RivaTuner.
    1. First if you are using non reference fan with less than four wire then you will not be able to control it through sensor.
    2. If you are using only two wires then you will not be able to monitor RPM.
So think about these two point may be this can solve your problem.

I am also facing the similar problem on my Gigabyte 3850 with Zalman cooler. Whatever the speed I set up in the RivaTuner 2.07 but the fan remains unchanged. On the monitoring tab in the Rivatuner if is showing the 30% but the fan speed is really on the 100%. Can you tell me how to slow down the speed of the cooler.

No through the software you will not be able to do it. Maximum number of fan controller like ADT7473 which is normally store on 8800 family are designed for working with 4 pins.
The low-level controls do not work of the NVIDIA cards. For that you have to use the system tweaks and then Fan for creating profiles.

Thank you for the reply I am having only two power cords for my GPU fan. But if you are saying that it will not work I think that thing needs to be edited. One more thing I want to know the details related to RPM monitoring means. But the basically the profiles work but the fan control does not work.
