No do not try to overclock a laptop graphic card! Laptop cooling systems barely manage to cool the system under normal work load. You cant upgrade the cooling system and it will overheat.
Assuming you mean a notebook (mobile) CPU IN a laptop, there are two BIG problems.
1. There will be no jumpers or BIOS settings for overclocking the CPU.
2. Laptops have marginal cooling and usually have CPU speed throttling to stay within temperature limits.
Because of cooling limitations, overclocking the display adapter is also limited, even if overclocking settings are available.
Finally, depending your notebook, the display adapter may be integrated in the chipset and share main memory, integrated into the motherboard, or be (in very large notebooks) a standard AGP card.
All of which leads to the question What notebook do you have, and what are its specifications?
No it won't help. If you're getting an error message when trying to play the game, overclocking the graphics card won't make that go away. The error message is caused by an actual error, which overclocking does not fix, or it's caused because the card is missing certain features that are required to play, which again, overclocking does not help.
Overclocking adds a small amount of performance, (assuming you can already atleast run the game, which you cannot) in the case of laptops, you simply cannot overclock enough to see an appreciable difference. Again, this does not apply to your scenario, in that you can't even get the game to launch.
Finally, you don't even know what graphics chip is in the laptop.
