I have a Radeon x1650 pro on AGP. overclocking I put the GPU at 600 MHz and the memory frequency to 400Mhz. can any one tell me what settings you would recommend for overclocking my x1650 pro safely ? map risk during a heated game ?

Download ATI tool. And just increase the core and memory by a couple of mhz at the time and then click "scan for artifacts" if you've pushed it to far you will see errors. all cards are different so its hard to say how much you will get out of it. just take your time.
I had the same card as you on my old pc. Yes it may heated, but everything depends on the% that you have overclock. I also remember having overclock but not really gaining a lot of fps. If you nevertheless want to increase the performance and cooling, in the options you have riva tuner controlling fan speed and GPU you can increase it to cool for stronger card.
Better to have a well-ventilated box if you throw in the overclock (and possibly switch the fan on the graphics card because yes, it will heat up). Yes, in fact more about these cards are often the poor rad, if you can invest in a zalman vf-700. VF-700 should be enough on this type of card but useless if poorly ventilated box.
